For the past 75 years, the U.S. and its allies have led a rules-based system predicated on liberal democratic values, an open global economy, and formal institutional bodies backed by powerful democratic states. While this order has not gone unchallenged, there is little argument that the current pandemic threatens the future of the system at large.
Even before the pandemic started, there were tell-tale signs of deglobalization, rising anti-immigration sentiment, and great power competition. Could COVID-19 tip the balance against global cooperation and multilateralism and embolden an escalation of nationalism, populism, protectionism, and authoritarianism? Is it too late for a rules-based order that works to guarantee freedom, prosperity, and peace be salvaged through a decisive global and US-led response to the pandemic?
